Right of PR fees question

I am planning to apply for PR under CEC. As per website, I do need to pay the processing fees first. Later , if application successully evaluated then they will ask for "PR right Fees". I am planning to move out of canada after applying for PR. My question is suppose if we move out of canada, then can we pay this fees to NEW DELHI.

Your advise help me to plan for fund properly.

You CAN send the RPRF with your application. But if wait until it is requested, you will send it to the consulate that requests it, which will be (again) Buffalo or one of the other consulates in the USA.
