Right of Permanent Residence Fee

Hi, I am a Canadian born Moroccan that is sponsoring my Moroccan wife and her 5 year old daughter (my step-daughter to join me here in Canada) I received an email stating that I needed to pay for right of permanent Residence Fee for my sponsored wife in Morocco, I don't remember having to pay this or being told to pay this at the time I completed the application and spoke to the immigration representative on on the phone, does this mean that a decision has been made on her application and are now just waiting for this payment before notifying us of the good news, or does this mean our application was incomplete and it will take months longer to review and make a decision?

They don't usually ask you to pay the fee unless you have been accepted. Did they ask you for their passport as well?

Hi, no they did not ask for her passport, this is what they wrote to me in their email to me: Can someone PLEASE help me understand what this may mean???? By the way I did make the payment online within an HOUR of receiving this message!!!!

We find that the payment of charges for the right of permanent Residence Fee (RPRF) has not yet been made by your sponsor.
Your sponsor in Canada must pay the Right of Permanent Residence Fee (RPRF) to Citizenship and Immigration Canada's Case Processing Centre (CPC) in Mississauga, Ontario.
The CPC will advise our office directly once the fee has been paid.
Do not submit the RPRF payment, or proof of payment, to this office.
Payment can be made as follows:

1) Make online payment of the RPRF to the CPC in Mississauga at
2) Submit proof of payment to CPC-M online at
or by mail to the following address :
CPC-Mississauga
C.P. 6100, poste A
Mississauga (Ontario)
L5A 4H4

What does this all mean????????
Hi @ mrsaskatoon, great that you paid the ROPR fee immediately, so one step finished. People are given the choice to pay this fee either with the application or defer it until a later date when requested by CIC, which is what happened in your case. The fee is paid by everyone. Because your post does not have any of your application details, it is hard for forum members to give you more info.

When did you apply? What visa office? Were the medicals done and received? Have you been approved as the sponsor? Did yoou receive any acknowledgements of receipts(AORs) from CIC etc. etc. If you clarify where you are at in the process, it is likely you will get a few more detailed answers.

Hi,

On the CIC website is states that my application to sponsor my wife was received on July 31, 2012, I was approved to sponsor my wife in November 2012, and the application was then sent to Rabat, Morocco. My wife and step-daughter are from Morocco. My wife was contacted in mid-November and told that she required her medical, her and he daughter went to an approved medical doctor and completed their medical and the reports were couriered to the immigration section of the Canadian embassy in Rabat, Morocco.

On Dec. 27 I received and email that my wife's application in Rabat is now being processed, I have been checking CIC website weekly and it only shows that the application has been in process since Dec. 27, 2012. It is now April 27, 4 months of processing, does this mean that a decision has been made and the only missing piece is the Right of Permanent Residence Fee, or did they just truly begin reviewing her application and noticed that the Right of Permanent Residence Fee has not been payed and must be paid before they can truly begin processing the application in Rabat, Morocco???

it's always difficult to know exactly what is going on. But - if they say that they have started to process your application in December, that's probably true. They most likely started the background checks first, and that takes time. Also - it sometimes takes a little time to get the medicals results matched to your file. The last thing is: whenever there is a child involved, CIC is very careful to review that the father (in your case) has agreed for his daughter to emigrate to Canada etc.... Now - it seems that it has been done, and I would say it's rather positive that they are asking you to pay the RPRF, it looks like they are getting ready to issue the visa.
Most likely next step would be that your wife is asked to submit her passport, and her daughter's. you're getting closer! it looks like the interview has been waived, but don't take it for granted - CIC can always ask for an interview at a later stage. Just make sure that your wife checks her email (both spam folder and inbox) so she doesn't miss the passport request.

Thanks Sweden, it has been to long, and I just want to be with my wife and step-daughter. I sacrificed from sponsoring my wife a full year after our marriage so that I could complete my university studies and only applied after earning a full-time teaching position with a public school board. I felt that it was important that I show my worthiness as a sponsor before applying. I just hope that this will happen in the next few weeks and can join me here for July, if not I have already bought my ticket to see her for mid July, but I hope to cancel my ticket pay the $300 penalty and buy her and my step-daughter's ticket to join me here :D

As for my step-daughter's birth father, my wife went to court and the family supreme court granted my wife full custody of her daughter because her father has not been in her life for not even 1 minute. The court had called upon him to appear in court on 3 different occasions before making their decision and he did not appear once. The court gave her 100% custody. My wife had the court decision translated into English by an authorized translator and were also sent with our application.

then it looks like it's all ready for them - with the court decision it makes it much easier for CIC to take a decision. Whenever there are children involved, because it can be very tricky, CIC is quite careful and it can delay the process. BUt with the court decision already included in your application, and the fact that you applied 1 year after getting married, you should be very close to the finish line!

Hi again mrsaskatoon, and thanks for contributing your wisdom @sweden ;)! Sweden is correct, as there are so many variables and even with your wife having 100% custody of your step-daughter, sometimes CIC will ask for an sworn affidavit as well. They will let you know if they need more documentation. My questions now are: does ecas show the medical results as having been received? When you go on ecas are you viewing both your side as the sponsor and your wife's side as the applicant? You can do both.

You are very lucky that the processing times at Rabat are so fast. 8 months for the second step (which is what you are in now) is what the CIC website is showing based on a completed application. So based on that it does seem that your file is moving forward. Typically (not always) when the passports are requested that is a positive sign that one is getting closer to the finish line (presuming your wife and step-daughter both have time/pages in their passports). So if your file started processing Dec. 27, 2012 - 8 months from that point would be the end of August 2013. Your file is well within their service standards.

Often times ecas is not updated until after you receive e-mails from CIC so do not be unduly worried about it. And you can always call CIC and ask them questions, if you are losing sleep over this. Does not mean you will get any more details, but no harm in trying. Blessings.

Hi,

I signed on to ecas from my side as well as hers, and it only shows that the application is in Process of Dec. 27, 2012. I don't see where it can allow you to view received or missing documents such as medical, etc... How would I check for that??? I see no tabs for that,

Hi there, if your medicals were received it might say so on ecas but there is no specific tab for it. On ecas, either the info. is there or it is not. It is not "searchable" per se. I was just inquiring as to make sure you checked both the sponsor and applicant info. sides. I have also read on the forum that some people's ecas does not actually get updated and they just hear from CIC directly. So it sounds like you are in good shape still. I am sure there is a specific thread for the Rabat visa office on this forum and perhaps people that are going through that office can advise you more specifically. Good luck!
