I got this letter:
This is in reference to your application for permanent residence in Canada. In order for us to continue the processing of your application, the following information and documents are required:
please provide the following document:
> RPRF: Pay the Right of Permanent Residence fee Please check the following link of Online Payment and pay RPRF fee

Before that letter, I have received a PFL 1 month ago,
This is with respect to your application for a permanent residence in Canada.
Your application and all of the documents you submitted in support of it have been reviewed and it appears
that you may not meet the requirements for immigration to Canada.
If you choose not to submit any documentation, or if the documentation is not received by our office within
the stated deadline, the application will be reviewed on the basis of the information on file, which may
result in refusal of your application.

then I replied with my new arguments. Does a request for Right of Permanent Residence fee leads to approval or interview? I see some people are asked to pay this fee before interview. That fee means I am not refused, am I correct?

I believe that is the case, i.e. that they asked you to pay the fee after the PFL because they were satisfied iwth the response.

But I'm not certain. You could try calling IRCC to confirm. Note, the call centres are not always that great, but I believe this is something they could look up, that is, whether there was a positive decision to proceed after the PFL.
