Are you referring to "Right of Permanent Residence Fee"? Because the abbreviation should be RPRF, instead of RFPF which you typed. You can actually try to check at IRCC website. Information can be found here : http://www.cic.gc.ca/english/resources/tools/fees/payments/index.asp
All the steps are detailed in the PDF file you can download when reading the message they sent you. Just follow it step by step
On the letter you received, there is a link attached to the page. Just move your mouse over the words "Online Payment" and click it, it is highlighted in blue. Follow the directions on the page it opens.

Could you paste the content of the letter? Did it says about your eligibility etc?

Thanks for the response. The link given is taking me to MY CIC account.
And there is no link to pay in my CIC account.
This was the link pasted on the request letter - http://www.cic.gc.ca/english/information/fees/index.asp
And when I am selecting the following 3 options, its taking me to my CIC account -
Where are you paying from? India
What type of application are you submitting? PR
What are you paying for? RPRF - for Express Entry
