"Review of eligibility Your application is in progress." Not sure what to understand from this?

I have applied for my study permit and waiting for the approval but I'm not really sure what's going on with application.

My timeline:
Applied for Sep. 2020
Got LOA
Defered to January 2021(with applying for Visa as I did not want to study online)
Got the updated LOA,
Applied For Study Permit 27th Nov. (Applied late, as I was still missing a few appropriate docs.)
Medical done: 20th Oct. 2020 (Not updated In GCKey)
Biometrics done: 8th Dec, 2020(Updated in GCkey)

Application Status in GC Key:

Review of eligibility
  • Your application is in progress. We will send you a message when we start reviewing your eligibility.
Review of medical results
  • You do not need a medical exam. We will send you a message if this changes.
Review of additional documents
  • We do not need additional documents.
Interview
  • You do not need an interview. We will send you a message if this changes.
Biometrics
  • December 8, 2020 Completed.
Background check
  • We are processing your background check. We will send you a message if we need more information.
Final decision
  • Your application is in progress. We will send you a message once the final decision has been made.
I am not sure what understand from the application. If someone could help me understand if my Eligibility review and background check has even started or is it just the same for all in the beginning days of the application.

Hello guys, my review of eligibility had started earlier. Now, it's appearing "it hasn't started yet."
