Reusing PCC and Medical post declining ITA

Hi Seniors,

I had declared my spouse non-accompanying due to some genuine reasons and have got my ITA. I have got the medicals done last week as well for the entire family.

We have a change in plan and my spouse now want to accompany me to Canada. If I declare her accompanying now, my score is falling below the draw score and hence my ITA will be declined.

We have now got the IELTS and WES done for spouse and I am thinking of declining and creating my EE profile again. Can the same medical and PCC be used if I get the new ITA?

I am currently in the USA and will be taking a trip to India soon. Would the FBI PCC and India PCC still be valid for new ITA?

The FBI PCC is a week old and the Indian PCC is a month old.
Also, I am planning to take a trip to India soon. Would I need new PCC for both India and US when I return back to the US?
