What would happen to someone in Canada on an expiring visitor visa if Canada is closing the borders and the home country is a COVID-19 hotspot?
Would they still have to leave? If yes, how?

Are there travel restriction in the home country preventing citizens from returning?
Yes, complete quarantine. People can’t even leave their homes.
Also I believe that some emergency flights are allowed but I’m not sure. The country is Italy.
There’s definitely some sort of travel ban.

EDIT: I was reading that the Italian military is surrounding airports and only people with special permits can leave their homes and enter the airports.

If you don't want to leave, simply apply to extend your visitor status in Canada.

I know, this doesn’t really represent my situation.
I already applied for an extension since I’m going to apply for inland PR.
I need some documentation from Italy but all services are shut down due to quarantine and no one knows when they’ll be able to issue the documents I need.

I was supposed to submit my PR application next month but the COVID-19 situation is slowing the system down.

However this is more of an hypothetical scenario that I was curious about.

There are no flight restrictions into Italy that I can see. And from what I read, people are still going to work. Unless there is absolutely no way to enter Italy as a citizen, I don’t see anything stopping you from returning if you have to.

There's nothing stopping you from returning to Italy. Flights are still going. However you should assume it may be a while before you can return to Canada.
