Hi!
We're planning to move to Canada - specifically southern NB - from Germany and are unsure about the best procedure. I am Canadian, as is my son. My partner (who is not my son's father) is German. We would like him to be able to work in Canada when we arrive. I am self-employed (translator) and can work anywhere, so I will be able to maintain my clients when we move.
What would be the best way for us to approach this? If I sponsor him from Germany, do we have to wait here until his PR is approved? Would it be possible for him to apply for an open work permit and temporary residency so that we can first move over, and then apply for PR? If so, would this be preferable? If he were lucky enough to be offered a job, how would that influence the whole process? At what point would it be best to apply for his PR?

You cannot apply for an open work permit from outside of Canada. Your options are:

1) Sponsor him for PR outland while you are outside of Canada. Once PR is approved, move to Canada and he will be able to work immediately.
2) Relocate to Canada first and sponsor him for PR inland from within Canada. He will not be able to work for a number of months if you go this route. You will submit the OWP application along with the spousal sponsorship application. The OWP will be approved at around the four months mark after a complete application is submitted.

If you want your partner to be able to work immediately - then you should go with option #1.

Thanks! What about options for him to find a job prior to gaining PR, such as the Atlantic Immigration Pilot Programme. Does anyone have any experience with it?

Generally speaking it's extremely difficult to find employers willing to go through the LMIA process (required for a closed work permit). Depending on his age, the IEC/Working Holiday Visa program may be an option. Recommend you research that.
