Hi,
I am 18 years old Canadian citizen living outside Canada since 16 years. I had stroke when I was 8 years old and it badly affected my left side. I lost fine motor skills and not able to walk properly, have long term disability :(

I want to return to Canada now on my own cause my parents are not Canadian. I have below questions,
1. Can I get any financial support in settling down and get some disability allowance. how long will it take?

2. I want to study in university too, what support will i get?

3.Can I bring my mother with me to support me till I get settled?

4. Can i later sponsor anyone as my caregiver?

1. Depends on the province. You need to show residency of the province and work with a caseworker. It will take time but can’t say how long. It is not enough to live on.
3. What kinds of support? Depends on province. Financial support is part loan and grant. Parents still need to provide income even outside Canada and that will determine your financial support.
4. Does your mother have a visitor visa? If so, yes she can get you settled.
5. If you can afford it. You would need to meet LICO and more plus the salary of a full time caregiver.

So look at the ODSP. You will need to establish residency first (utility bills, taxes, driver's license etc.) and show that you are living in Ontario permanently. Then you need to work with a caseworker to prove the disability and residency. The process will take months since you are not a resident yet, and may need Canadian doctor's reports.

For education, once you get admission to a post-secondary then apply for OSAP. You will need to use your parents' income as part of your application. It most likely will be part loan and grant. How much is determined by your parents' income.

1. Since you will be in Ontario, you would be applying for ODSP. You should plan on it taking three months for a decision to be made after you submit the ODSP application and for the support to begin. You may want to apply for Ontario Works as soon as you apply and while you wait for ODSP to be approved.

2. There are bursaries for students with disabilities. I'm not familiar with the details of this program or the requirements. 3. I believe your mother was included in a failed refugee application. This means she will need to get an ARC approved in order to be allowed to return to Canada and she will also need to get a TRV approved. It's difficult for any of us to say if the ARC and the TRV will be approved or not. She will have to try and see what happens. If the ARC and the TRV are approved for your mother, then she will be able to travel to Canada with you for a short time as a visitor but she will not be able to live in Canada with you.

4. Yes, as said by others, this is possible. However only if you are earning enough income to cover the salary of a caregiver. This means you would have to be off ODSP (support payments) and working in a job that pays you a high enough salary in Canada. You will not be able to sponsor a caregiver while on support payments.

And for sponsoring a caregiver, I think it's not likely if that person is a close family and do not have the proper training in caregiving.
As replied from others, you need to be off government assistance and have enough income to apply for a caregiver. They need to be sure that you can afford paying a fair wage to your caregiver.

Would really research how much ODSP actually pays. Most struggle to live on an ODSP allowance. If you are in Canada with no family and starting from scratch it will be extremely difficult to start from scratch on an ODSP allowance. Many on ODSP are dependent on charity for basics like food. Given that your mother was denied a TRV in 2018 and 2021 chances of refusal are pretty high for subsequent TRVs. If she has a child living in Canada chances of TRV being refused will increase. You should only move to Canada if you know you can manage without your mother.
