well, I heard a case that received on Sep 15, 2014 and returned recently saying the 8000 cap has been reached. The interesting part is that there are two stamps on the form, one showing Sep 15, the other one showing Oct. 27. Anyone knows anything about this?

was the person charged ?

god the poor guy to get screwed like that they must have misplaced his application and only found it on October 27th.

I guess so. Anything can be done in this case?
 
if I were you, I would contact a decent immigration lawyer and charge a law case on the Nova Scotia office and demand justice in that matter.
