Returned passport undelivered

I had sent my passport to the VAC in Abuja, Nigeria on the 16th only for me to be told today that the VAC refused the delivery. What could be wrong.
I am yet to go to the courier office as I was just told today.

Did you add consent letter along with Passport request PDF ?

Hi so I sent it to another VAC in Nigeria. Well it arrived by 7:30am but I haven't still gotten a tracking number from vfs.

How long did it take before you got your tracking number after it was delivered though in Poland.
