RETURNED NOT RECEIVED

Hi
I applied for PR under PNP class in July 2013. After waiting the more than 3 months I recieved a mail from CIC that

Please be advised that your application was returned with all attachments on October 9, 2013. It was returned as it was deemed incomplete and due to a payment issue. A letter of explanation was provided along with the application package.[/u]

But I have not received the package till today. I written 4-5 mails to CIC, but there no reponse.

If anyone know what to do to handle it, please response asap.

Whats the update of your application now? I also have the same sentiments.

april-1,2015-DHL received in CIO Nova Scotia
aug-22,2015-email received saying it was DEEMED INCOMPLETE.
may-05,2015-they send the package back using regular mail.

aug-24- no package on my mail box until now since MAY.

IELTS will expire-OCT, 26 2015
MPNP expired last-JULY,27 2015


what shall I do? Please help!!!!
