Returned from Canada, applied, refused, reapplying again.

Good Day!
I am a South African citizen.

Last year, I stayed in Canada on TRV for 10 months, (I took an extension).
Just 3 months later I reapplied again (bad idea) and stated my purpose of visit as interested in learning French language in Quebec, I also loved the snow falling and wanted to spend the winter in Quebec, visa refused within hours of applying.

I then travelled to Japan and South Korea for vacations.

Recently, I have been invited to attend the wedding ceremony of a very close friend's daughter. He is willing to provide all the necessary documents needed by CIC.
I'm in good financial condition than ever before, having my own house, stronger travel history.

It's been 9 months since I departed from Canada. Please let me know if I stand any chance this time?
The wedding is on 14th July 2017, when is the right time to apply?
Please advise.

I don't see why you would be refused a visitors permit if you provide proof of why you want to come to Canada such as an itinerary showing what you will be doing here, where you will be staying for the duration of your visit, finances to support your stay and also return flights back to your home country this can all help in assisting your application.
