Returned Documents - Foreign Education Credential

Hi,

I am trying to apply for PR via PhD stream. I got the returned document from CIC Sydney today :(. I only provided the ECA report. I did not provide a copy of the completed foreign education credential. And also my photos was put in a small yellow envelope with a red cross on the envelope. So this means I am rejected because of the incomplete documents and the unqualified photos? Do you guys have any ideas about the possibility to send the application back to CIC with new education credential and new photos? I am afraid the PhD stream has been closed last month. What are your guys' opinions?

It looks like you are out of luck. The PHD program appears to be dead. You will have apply under EE.
 
what do you mean by "put in a small yellow envelope with a red cross "?
the yellow envelope is provided by CIC or you?
and what is the cover letter in your returned package? each returned package always has a CIC cover letter.
