A friend of mine who applied last September never got any feedback from cic until recently when they returned her application. They indicated that payment could nt be processed as the reason for rejection. She paid with bank draft. They didn't return the bank draft. She is checking with bank to see what happened to the draft. Is there a case for appeal?. Need some advice.

Last year my friend application was returned back since he could not able to send the birth certificate. Later he submitted with school certificate then it was accepted. It was under PNP. Now since skilled worker category is closed, he need to apply thro express entry? Seniors can advise.
