Hi,

The application to sponsor my parents has been returned to me saying the 5000 cap has already been reached by the time my parents application was delivered by Canada post. I see a stamp on the document dated Jan 05, 2015 meaning they have actually opened and looked at the package on Jan 05, 2015. I am pretty sure the package was delivered on Jan 02, 2015. So my questions:

1. Has anyone else in this forum had the same experience ?
2. What could be done to ensure this does not happen next year as there is absolutely no way for applicants to know if their application has been processed in a fair manner ?
3. Any tip that can help me out with this process.

I hate the fact that immigration Canada has made the whole process as a race for people :'( this can not be continued as people cannot make any planning :-\ and even entering to this stupid race can take years since every year they can do the same and return the application.

Thanks

Why they returned it to you, what does 5000 cap mean?

CIC only accepted 5000 applications this year. The application was returned because it arrived after 5000 applications had arlready been received.

It means that Immigration Canada only accepts 5000 application for parents sponsorship starting in 2014. So when 5000 cap is reached all the other applications are returned. So amazingly they say the cap was reached at the first couple of days and the odd thing is that you have no way to know the status of this limitation/cap and how your application is being treated among thousands of other applications since they "only" accept application submitted by mail. So the bottom line is that you can end up sending applications to CIC for three, four, or more years and you face the same situation and with the current stupid regulations you have absolutely no way to ensure you are within the cap.

There's a very active Parent 2015 sponsorship thread on this forum. Based on the discussions there - it appears the cap was reached around mid-day on the 5th.

It couldn't have been delivered on Jan 2nd, as all Jan 2nd apps (complete apps) were accepted in the 5000 cap.

The Jan 5th stamp on your app is when they received it; as it arrived after the cap was reached, it most likely wasn't even opened and looked at.

Hi hamidk50,

same experience here. they returned my application to sponsor my parents saying the 5000 caps has been reached already. I don't know what to do next time coz it might happen again. Any update? please give me information what is the best move in order for our application to be included this jan 2016.

Thanks.

Have the application arrive at CIC on January 2nd. That's it.

If CIC follows the same procedure as the past few years, the PGP program will re-open on Jan 4th, 2016. Applications will need to be received that day, possibly that morning, to be accepted in the cap.
