Returned application - CIC letter explanation CONFUSED

Hi guys..I had applied under CEC on Nov 25th 2013. Today I got my application returned back to India as a result of credit card decline (mine Canadian bank has locked th card due to fraud suspect). Anyways I know there are many applicants that got their package returne due to fee payment declines. I had a query on the letter that CIC has sent me with the package:

The letter states that my application was considered incomplete and then there are some bulleted points regarding original copy of IELTS and other english exam; but te CIC officer has ticked and highlighted te others section and in the appendix they have mentione the reason as payment decline.

Im a bit confused as why they have bulleted the points for ORIGINAL IELTS copies as that was provided with the application package. IELTS I had given from IDP Education India (GT) test.

Any members with the declined fees payment can you let me know if the same you got? Is this the template that they are using?

Can you share exactly what the letter states (Cross out confidential info e.g. UCI#, etc)?

That is a check list that they usually follow. Don't worry about the bullets that are not checked.

Make sure to go through the whole application and note down only the checked ones.

Hello,
I had a same problem. They have same template for All return application I believe. Mine dose include IELTS score and and signature if I am missing. But you really need to look for the Highlighter lines as Letter says that the missing info for your application is highlighted if any.
If not they say other and describe in detail what they are missing.
I sent mine with updated payment info and i got my AOR.
Please provide us more detail by hiding your personal detail as mentioned by CEC12345 so we have a better idea.
