Return ticket for multiple entry TRV

Do you need to have a return ticket when crossing the border when you have a multiple entry TRV? If so, does it have to be back to the country of origin?
My wife is flying from Thailand and she has a multiple entry visa. She has a one way ticket, because we don't know when she will be called for the PR interview. She will need to go back to Thailand to have the interview. She has a US visa so I thought about buying a ticket to US (a lot cheaper) to prove the border officer that she will leave Canada in time. Would that work?

Yes - you need a return ticket. Most airlines won't let you board without one. It should be a return ticket back to Thailand. She may have issues boarding the plane if her onward ticket is to the US.

Your first concerns is not Canadian immigration but the airline. The airline wants to make sure it is protected from a financial standpoint in the event a traveler is refused entry to Canada and sent home. If that passenger doesn't have a return ticket or doesn't have a flight all the way back home - the airline will eat the cost of flying that person back home. They want to avoid these costs and consequently typically don't let people board without a return ticket home.
