I wanted to know once the PR cards for all family members expire and they are not renewed; the applicant / family can re-apply for immigration. Since the case history will reflect that PR cards were issuded to the applicant; will they be reluctant to re-evaluate and accept the case even it qualifies and exceed the criteria.
 
Just because the PR card has expired, doesn't necessarily mean you have lost PR status. This is certainly the case if you are currently in Canada. What is the full situation?

To answer the question I think you're asking: having had PR status before, then lost it, does not prejudice a future PR application, as long as you meet the criteria.
