Restoration status / Returned Application -- refused a visa?

Hi guys,

I had once lost my student status couple years ago, and when I sent my application for Restoration status, I only included the receipt of 200 CAD instead of the correct number which is 350 CAD, so my application is sent back to me due to eligible to process, and the nice officer who processed my application gave me an extension (on top of the 90 days) for me to resend my application, so I sent back the application with the addition fee and got my new study permit eventually.

Now I have a question about how to answer the question in my EE profile:

Has XX ever been refused a visa or permit, denied entry or ordered to leave Canada or any other country?

Yes or No?

I think you should answer NO. It is not a refusal just application has been returned.

Similar situation happened to me when I sent PR paper based application in 2014 which was returned due to CAP limit was over for my NOC code. I answered NO to the question where they ask that whether the applicant has applied before for PR or not. I was asked no question.

Thanks for your prompt reply, I think I should answer No as well, as I have never received a letter saying my application was refused, still want to a second opinion on this.
