Intake of new permanent residence applications will continue. Files that are incomplete due to unavailable documents will be retained in the system and reviewed in 90 days.

Your application will not be incomplete due to unavailability of documents. It will be incomplete because you don't meet the requirements to apply. Again, the 90 days doesn't apply to you.

I just talked to ircc

it seems that if i get rejected for bowp i can restore it within 90 daya.
You are not eligible for the BOWP without an ITA.

If you get rejected for the BOWP, you cannot restore to it.

What you are asking is "what happens if I apply for a spousal sponsorship without being married, can I restore to a spousal sponsorship status?"

It doesn't work like that.

I already talked to ircc and got the clarification. They do not process it and it will direct reject but you can restore your previous status anyways

You are either not asking the right question or not understanding the answer you are being given. You will NOT be able to restore your status to either a BOWP or a PGWP. All you will be able to do is restore your status to visitor.

One of the specific requirements is the following: "provided they meet the requirements for the type of status and authorization they are applying to restore."

You do not meet the requirements to restore to a PGWP (which is your previous status) since you will have used up the entire duration of your PGWP. You cannot restore to a BOWP since this wasn't your previous status - and also because you didn't meet the requirements to apply by having a valid work permit and also ITA.

He said he's with NOC type C and he's waiting for ITA ..........
