You're not necessarily wasting time. However it is typically very difficult to get a job offer in Canada as a foreign worker.

For you to qualify for a work permit, the employer must first obtain an approved Labour Market Opinion. As part of this process, the employer must prove they advertised the job and were unable to find a Canadian to hire for the role. Because the process is so involved and no all LMOs are approved, many employers aren't willing to consider foreign candidate for open positions.

By all means keep trying if this is important to you. Some people do get lucky...

Absolutely, you've only sent 212, havent reached a thousand yet. Keep trying once you reach in the thousands then you should get some responses

construction industry-6+ years
casino industry-croupier-almost 3 years,possess certificate
education -high school, faculty of special education enrolled but never finished

for casino- there are no chances to get a job overseas-they are saying that I must possess a work permit and be in Canada
for construction industry- I'm getting a lot of responses, but mainly type-you've got the job in our company as soon you get to Canada-but they are not willing to provide LMO,job offer...

Don't take it personally that employers don't want to go down the LMO route. They probably realize that they can find local workers so the LMO doesn't stand a chance of approval.

do you have extensive work experience in restaurant industry?
do you have experience as a waiter or any kind of education related to being a waiter?
It has to be Canadian work experience otherwise it will be very hard to get a job in Canada

International certificates unfortunately are not valid in Canada and as you can see with so many highly educated people with different certificates are unemployed and are re-training to get a Canadian certificate. So you have to first do a hospitality course from a Canadian university or college and then try to find a job
