Yes, you will be allowed to enter Canada

And by searching this forum there’s numerous discussions on your question, plus under Permanent Residency Obligations

No. Not until you meet the residency obligation.
There have been recent discussions, here, that this may or may not be the case. You would think that a PR would need to be in compliance with their own Residency Obligations to sponsor, but as of yet nobody [here] has found evidence from IRCC that it is an actual requirement...which is crazy, IMHO.

But if i apply for my Card renewal later when i am under compliance means i just let my card expire and apply after 3-4 months. I will be able to renew my card right.

You will be allowed entry to Canada if you can make it to a land border. You won't be able to baord a flight to Canada without a valid PR card.

Also will i be able to sponsor my wife ?

You are allowed to apply to sponsor your spouse (of course). They might process it normally. They might delay it until you're in compliance. Or they might start a formal process of checking your residency obligation and reporting your for non-compliance (which is bad).

While in fact no-one knows which of these will happen - there's at least a decent chance that it won't be any faster to apply to sponsor your spouse before you are in compliance. If you're really only four months out - maybe just get in compliance first?

Would qualify this by saying you’ll be able to enter Canada but risk being reported if not meeting your RO.
