My parents are unable to complete the 2 yr residency for the PR term. They are almost near the end date on the back of the PR card
Is there any way to request more time? Should I hire an immigration lawyer?

There isn't a way to request more time.

Are they inside or outside of Canada? When does their PR card expire exactly and how much time have they spent in Canada in the last five years? If they are not yet in Canada, do they plan to return to Canada before the expiry date on their PR cards?

Their pr card expires Apr 2024. They could only complete 9 months uptil now. They have exactly the same days left for PR card expiry as the number of days to complete their residency obligations.
They are currently out of Canada but planning to come in Apr and try completing atleast 1 more year

They can only hope that they don't get reported when they cross the border by April.

Can someone confirm that they will not be allowed to enter if the end date on PR card is more than the time they have to cover?

If their PR card is valid, they will be allowed to enter Canada.

They would be allowed to enter even if the card is expired.

Agree that they need to hope/pray that they are not reported by CBSA (or issued a 44(1)) upon re-entry.

Just a reminder that they must meet RO in 5 years from their landing date to be compliant with their RO not the expiry date on their PR card. If they go past the 5 years they will lose any days they accumulated when they first landed and if they aren’t reported they will need to wait until they have at least 730 days in the past 5 years before applying to renew their PR card. Based on their travels they likely have to reapply for their health cards because it doesn’t sound like they meet the RO to receive healthcare even if they have a valid card. Given their age it is important that they return before their PR cards expire so they can get a new valid health card. Given that they aren’t compliant with their RO they should be returning to Canada asap. Even an extra few months will help their chances of not getting reported.

How can they enter even after the card is expired? Do they need to take the land route via USA? Will they be able to get OHIP healthcard if the date on PR has expired?

Yes, there would need to take the land route from the US. Alternatively they would apply for a PRTD with H&C considerations and hope it is approved. They may have trouble getting health care coverage depending on the circumstances.

Normally you need to show a valid PR card to get a new OHIP card.
