Residency obligations for Old permanent residents

Hello everyone,

The new rules for the residency obligation for permanent residents are 2 years out of five years. Is this rule applicable for those who landed in Canada before the new rules came?
I landed in Canada on 1st Jan 2016.

Yes, it applies to everyone and these rules are not that new. I think that they came in some time in the early 2000s, along with IRPA and IRPR.

If one does not meet this RO then ? Will he be allowed entry in Canada ? What legal options one have if some one is reported on arrival for not meeting RO.
Reason that PR was looking after his mother back home is sound enough to get consideration in appeal ?

1. You would reported, a removal order issued and allowed entry to Canada where you have to appeal within 30 days or the removal order becomes effective.
2. You could try, but it would have to be well documented that you were the only person who was able to care for her.
