My situation is special.

I was born in Africa and stayed there up to age of 17. (My father was working for the Belgian government overseas). So even though I lived overseas all these years (except for holidays in Belgium every year), I have had an official residence in Belgium since my birth.

I effectively lived in Belgium from 1986.
In 1992, I went to Singapore, also working for the Belgian Government. During this period, my official residence (domicile) remained in Belgium. (same situation)
In 1995, at age 26, I came back to Belgium again.

1. "Since when have you been residing in your home country?"
Is the answer : since my birth if I consider that this is where I was registered since my birth with an official domicile (but will it raise any questions, as it is clear from my high school degree that it was obtained in a Belgian school in Africa meaning I stayed overseas)

Or should I answer : 1995 or 1986 ?

2. My time in Singapore will not be reported in my professional career as it is over 10 years old.
However, do I need to mention it in the section related to "Government positions"?
I was working for an Embassy. Will I need to request Police Certificate for that period?
It is not clear to me that a police certificate is requested for countries where people lived for more that 6 months since 18 or in the past 10 years. I see both information in various places.
