requirements for child born during application

Hi, I'm a Canadian citizen and my wife is giving birth during the application (which is just pending the birth and final health x-ray in late January we hope).

As far as I know, I need to:

1) update IMM5406
2) apply for child's citizenship
3) apply for passport

We'd like to travel to Canada as soon as possible after January. Is there an express option? Is the child able to enter with Canada if he has a Belgian passport and if we can show that we've applied for Canadian citizenship..?

Hi

You can apply concurrently for the child's Certificate of Citizenship and a limited validity Canadian passport. With proof of travel, the passport can be issued within days. The child cannot travel on his Belgian passport, as that requires an eTA and Canadian citizens don't qualify for eTAs.
