Requirement of being eligible for Federal Skilled Worker category under EE???

Hi,
I have created my EE profile and it shows that I meet the criteria for Canadian Experience Class but not for Federal Skilled Worker.

I have more than 1.5years Canadian work experience, and only one year out of it is considered (the options are 1 year or 2 years, there is no 1.5 year).
I also have 5.5 years of foreign work experience and I have mentioned only 3 years of that in my profile, because apparently I get the same score for 3 years or more (and this 3 year is easy to get a reference letter for).

My question is, what is the requirement of being eligible under Federal Skilled Worker category? If I add the other 2.5 years of foreign work experience, will I become eligible for Federal Skilled Worker? If so, how would that affect my chances of receiving ITA, as I will be eligible for both CEC and FSW but I should anyways go with one?

Please advise here, I don't understand the EE system:

Am I right that when you create EE profile, it assigns you to CEC or FSW and not both? If so, how does it decide which one to assign if you meet both criteria?
Also as far as I know all profiles are considered in every draw only based on the total score. So at what stage do they look at the fact that you were eligible under CEC or FSW?

In order to qualify for FSW you need to have 67/100 points http://www.cic.gc.ca/english/immigrate/skilled/apply-factors.asp
For CEC, you need to have minimum of 1 year full time work experience

Now, if you have both CEC & FSW experience, EE will always choose CEC over FSW because you will be awarded extra points for CEC.

If you want to apply through FSW you will have to delete Canadian experience from your work history and mention in only Schedule A personal history.

Unfortunately, this is one of the EE system flaws or CIC preference, IDK which one but this is how they select. Hope this helps.

Is it because they usually have less CEC applicants and are trying to get more of those?
Based on what you said I will have no advantage by removing my canadian work experience and applying under FSW, am I a right?

Not really. Most international students go to Canada after Grade 12 for 2 years of diploma with 3 yrs Work exp (5 years total). So, with new EE system maximum score, a single person under 30 with 2 year diploma/ 3 year CEC can get up to 458 without PNP/LMIA but full CLB 10 IELTS. So, they think it's unfair that they spend 5 years in Canada and not get PR. Before 2015, it was kind of guaranteed PR after 1 year of CEC, even though processing times were longer. So, lots of International students are waiting for changes, they might be given additional points but who knows, it's all talk so far.

Yes, you're always better off with CEC unless you have any issues with your employer.
