My brother(Age 33) has almost 12 years of experience managing departmental store with a 3 years bachelor's degree in commerce and my sister in law(Age 29) has 3 years of experience as a teacher with a 3 years bachelor's degree. Who would be eligible to be primary applicant under the federal skilled worker category (express entry) or is there any other option for them to immigrate to Canada without being bound to one single province? Also, how many bands would they need for the same. Thank you!

Not enough information to determine who would be better to have as primary applicant. They should use a CRS calculator and figure out who can obtain the highest CRS. http://www.cic.gc.ca/english/immigrate/skilled/crs-tool.asp
Also, by applying via the Federal Skilled worker program they are not bound to any province.
They need CLB 7 in all sections of the IELTS/CELPIP
