Requesting help related to - WX1 to WP - Implied Status - Biometric

Hi All,

I have a question regarding my friend's situation.

He came to Canada on WX1 visa in Sep 2017. Upon renewal employer applied under work permit (WP) - got rejected. He reapplied for WP through another sponsor which also got rejected. He approached consultant who applied for restoration which is under process, so he is under implied status now. With the introduction of biometric requirements, he wants to know the following:

a) whether he can get biometric done in-Canada or outside Canada.
b) If he has to get it done outside Canada, can he come back to Canada under implied status?
c) since he came to Canada as a WX1 visa holder, does he need to apply for WX1 only or can he also apply for WP... (since he got 2 times rejections)
d) any issues you identify, please let us know...

To clarify, he does not have Implied Status. Applying for Restoration allows a person to stay in Canada but they are still here illegally while waiting.
