Request letter for providing proofs of showing more finds.

Hello,

I applied under FSW category on 11th Feb 2019 and on 18th Nov 2019 I have received a letter from IRCC which says:

""It appears that you may not meet the requirements for immigration to Canada. You have not met the following condition:
On 2019-02-11, based on the information you provided in your Express Entry profile, you were invited to apply for permanent residence in the Federal Skilled Worker Program. According to subsection
R76(1)(b) of the Immigration Refugee Protection Regulations, you must show that you have enough money to settle in Canada to meet the minimum requirements of the FSW Program. Upon review of information you submitted as proof of funds, I have determined that you have not provided sufficient evidence that you have enough funds to meet the requirement for this program, as per R76(1)(b).
For a family of 1, an applicant must show that he/she has in liquid funds at least $12 669 CAD. Funds must be readily available to you, and must be available both when you apply and when (if) we issue you a permanent resident visa. For proof, you must submit official letters from any banks or financial institutions where you are keeping money.

have reviewed the bank statements and other documents you submitted for the following accounts: (total $11600)
- CAD $11087 as per bank statement at 2019-02-01 (FEB);
- CAD $581 as per bank statement at 2019-02-01;""


Now what I am doing is:
- attaching all the bank statements of my indian bank account to show that i have enough money till 2019-02-01(Aug 2018 - Feb 2019)
- I am also showing all the Canadian bank statements from Feb 2019 to Nov 2019
- Previously I have also attached my job offer and my salary script and had an understanding that the officer will believe that I have enough funds to sustain in Canada as I have shown a permanent job offer

Is there anything else I can to solve this issue? Has anyone faced something similar?


Please share experiences and advice how to deal this situation.

Job offer doesn't count unless it's a valid offer.
You just need to show them you have at least $12669 in your bank accounts.

My job offer was valid. Infact I have attached my income statements too.
Now if I will show $12669 or more in my bank account would that be good enough?

"Valid" as in you have an approved LMIA and got extra CRS points for this job offer. If not, it doesn't count
The instruction was already given that you need to submit official letters from your banks

Oh! got your point.

No i did not get LIMA for my job.
Now I am showing Indian account bank details for those 6 months (Aug 2018 - Feb 2019) where I could not show up the $12669 amount and also attaching all the Canadian bank statements till Nov 2019 which shows more than enough required funds.

Do you think will that solve this issue?

I had submitted 6 months (Aug 2018 - Feb 2019) Canadian bank statements but the total amount was LESS than the required amount (just $900 less).
Now I am showing Indian account bank details for those 6 months (Aug 2018 - Feb 2019) where I could not show up the $12669 amount and also attaching all the Canadian bank statements till Nov 2019 which shows more than enough required funds.

Do you think will that solve this issue?

Is there any other bank statement that can show funds as of February.


Also separately, have they actually asked for the documents as additional document request? Is this letter titled 'procedural fairness' or 'request for additional documents'?

1. Answer to your question: "Is there any other bank statement that can show funds as of February."
Yes, now I would be showing up indian account bank statements from Aug - Feb (6 months) which would more than the minimum required fund.

2. The title of the document is "Request letter" and below are the major details they have asked to submit.

"For proof, you must submit official letters from any banks or financial institutions where you are keeping money.
Letter(s) must:
 be printed on the financial institution’s letterhead
 include their contact information (address, telephone number and email address)
 include your name
 list outstanding debts such as credit card debts and loans
 include, for each current bank and investment account:
 account numbers
 the date each account was opened
 the current balance of each account
 the average balance for the past six months

After reviewing the above statements and documents I have determined that you do not appear to meet the minimum requirements of the Federal Skilled Worker Program, specifically the requirement for available funds according to R76(1)(b). I am not satisfied that you have at your disposal, with sufficient liquidity, and with the ability to transfer those assets, the necessary threshold of funds to support your establishment in Canada on arrival.
Before I make a final decision, you may submit additional information relating to this issue. You have 30 days from the date of this letter to submit additional information to me via your MyCIC account.
You are responsible for any fees charged by your financial institution or other professionals you consult as a result of this opportunity to submit new information."

Do you still have the funds in the Indian bank? Or you transferred your money to the Canadian bank?

Personally, I believe you are safe if, as you said, the current account has more than the required amount. The officer will accept the new documents - The Canadian bank.

When you are making the PDF, just ensure the latest bank letters (The Canadian Bank) are shown first... meaning in the first pages as that's what the officer will first look.

If that's the case, the officer would have already made the decision as clearly the applicant had not submitted sufficient funds from day one.

I still have money in the Indian account and I have not transferred anything to the Canadian account. The purpose of showing indian account bank statements is to just make sure that "when I had applied my PR application I had the required amount (INR+CAD)".
