Request for submission of passports

Hi every body , I would like a help in my case
I am Lebanese who just received today a request for submission of passports , and they mentioned that it should be delivered either by me or through a representative but never through courier .
Does this mean that I need to travel there my self ???
They also mentioned that if I am living outside Iran , I should email them since different procedure will apply . But I am lebanese living in Lebanon and never been to Iran so what is the connection
