Hi,

I have received ITA in recent draw . I stayed in Republic of congo for overall 1.5 year but never stayed more than six months in one stint.

Now I am in dilemma whether I should try to obtain Congo PCC or not ?

Also I checked CIC website. it says "Judiciaire Commissaire" . anybody have idea where is this Judiciaire Commissaire located ? I searched on google even but cant find it.

====
Do I need to provide a police certificate when applying for permanent residence?
Yes.

How and where do I obtain one?
Police certificates are available at the Judiciaire Commissaire.

You don't need a PCC if you never stayed there for more than 6 months in a row. Make sure the data in your Personal history and Travel history section supports this.

Thanks Asivad but do you know by any chance where is this "Judiciaire Commissaire" in Toronto.

I checked my EE profile and I guess no where it asked for travel history except work history section where I had to put start date/End date for the work in Congo.

But I remember - filled my travel history when I applied for Canada temporary resident visa and there it asks for Month/Year only. Now If i calculate exact dates , then I traveled 3-4 days left for six months completion and I guess it would be hard to explain that to CIC so I am thinking to get PCC done for Congo as well ahead of time.

Nowadays CIC directly rejects the app rather than requesting something so I am bit concerned now.

Travel history has mm/dd/yyyy formated dates, so these 3-4 days will clearly show to CIC officer processing your application.

Recheck all sections of post ITA application and you'll see Travel and Personal history sections which trigger PCC requests. If the information you provide in those sections clearly establishes that your stay in Congo never exceeded 6 months in a row and you support this with evidence from your passport entry/exit stamps and an LOE, no reason to lose sleep over this.

All the best!

Ohhh...I have not filled the post ITA application yet . Just one last question please . I have read couple of post where it says post ITA procedure.

So now I know post ITA , I have got a new box in my CIC profile. Do I need to submit all details in that application and submit it which will then produce checklist based on information I have filled in.

If thats the case , where I will have to upload the documents ?

Yes.

Fill the post ITA application first, it will generate your personalized document checklist where you can review and upload documents before moving on to payment and submission.

CIC has been knowm to request PCCs for people who spent between 5-6 months in a country. If you had a visit that was only a few days less than 6 months, I suggest you try to get the PCC just in case.

I completely agree with you but i am trying to find where is this "Judiciaire Commissaire" ? If I have to obtain from Congo itself then I have my friends there, they can get it on behalf of me from congo itself but if i can take PCC for Congo from Canada itself then I would prefer that route

http://www.cic.gc.ca/english/information/security/police-cert/africa/congo-democrat-repub.asp#specialNotes

Seems pretty straightforward on the website.

If you live outside of DRC:

You should apply in person at your nearest Democratic Republic of Congo embassy.

Once the embassy has verified your documents, you must send your request by mail to the Direction Générale de la Police Judiciaire (see Special notes and considerations for complete address).

And at the bottom of the page:

Direction Générale de la Police Judiciaire
Direction de l'Identité Judiciaire
14, av. Kalémie, Commune de Gombe
Kinshasa, DRC

Sorry I forgot to mention I guess . I have stayed in Republic of Congo ...Not Democratic Republic of Congo (DRC). You have shared DRC process which is explained on CIC website correctly. By the way . I called up Republic of Congo Embassy and they asked me to send Email to "consulofcongo@yahoo.ca" which I just sent. I at least like to know procedure of obtaining Congo PCC in well advance.

Thanks all of you being so helpful and responding promptly.

Ah, OK. Contacting the embassy is the best option then. Documents all of your efforts to get the PCC; if you are unable to get it, you can use that to prove to CIC that you tried to get it.
