Representative of canadian govt.

I am applying for Canadian experience class PR. In the SCHEDULE A Background/Declaration,the last part of the form has to be filled in the presence of a representative of the Canadian govt..
I live in Bangalore,India. How do i go ahead with the submission of the form?
