Rent geared to income and OSAP - Ontario - Help

Hello. how are you all?
my spouse have finally got his PR and is in Canada.
I'm wondering now if we can apply for rent-geared-to-income and OSAP?
According to CIC we cannot apply for welfare but are any of those considered welfare?
Please.. help!

OSAP is not welfare since it's really just a bank loan that you eventually have to pay back. I'm not sure about rent-geared-to-income. It's possible that could be classified as social assistance.
