Renounce PR status and re-applying

Hi, I would like to help my friend to ask for her case and seeking better idea for what she need to do:

My friend granted PR status many years ago with her family, she also having her boyfriend came over and married in Canada, planning for long term stay here. Unfortunately, her husband's mom need them to take care in the home town so they went back. Foreseeing they could not meet the RO, they renounced their PR by that time. Years later, their having a children and gave birth in Canada, that's mean their children is Canadian and having a Canada Passport but living with them in the home country.

This year, her son is 17 years old and they are planning to send him back to Canada for University. At the same time, she and her husband are rethinking to stay with their son and living in Canada for good, the question is:

1. Whether they can re-apply the PR Status as they renounced once before?
2. If they could, in which way is the best to apply it, as family re-union?

I have no idea how to help her, any addition information and most welcome. Thank you everyone in advance.

They need to actually qualify for PR again, like anyone else. The fact that they were previously PRs and the fact that they have a Canadian child counts for nothing.

Would add that it sounds like they gave birth in Canada after they gave up PR so there will always be concerns about their intentions when coming back to Canada.

That's right! Since they are no longer need to take care of her mother in law, they want to start their life again in Canada with their child, that's why they want to re-apply the PR. The problem is now they are in their 50's and semi retired, chance for qualify for the PR again become difficult. Any suggestion what they could do? Apply as investment immigrant? Wait couple more years after their son graduated and start working, sponsor them to come as family re-union? Or any other ways that you guys can think of? Appreciated for any suggestion.

There is nothing else to suggest. They should not rely on the son being able to sponsor them, as it is by no means guaranteed.
