Renewing PR Card for my son under 16

Hi there,

My husband and I are about to give up the permanent resident status due to family reason, we are just wondering if my son would be able to renew his pr card when his PR card is about to expired. He is only 12 and has fulfilled the residency obligation in the last 5 years. He has been living and studying in Canada since he got his PR.

If he is currently living in Canada, you can apply to renew his PR card. If he is not, it is a bit more iffy as you would at least need to mail the application from Canada and have a Canadian mailing address.

However, if you are outside Canada and end up somehow unable to renew his PR card, he has another chance when he turns 18 because at that point, even if he does not meet the residency requirements any more, he can apply for a PR travel document to return based on having been removed from Canada by his parents as a minor child. He has very good chances of getting it and could then return to Canada and stay for 2 years straight in order to bring his PR status back in good standing.

My son is not in Canada right now, but we do have a Canadian address since we have friends there that can help us to mail in the application for renewal and receive mail for us. In your opinion would that work? Is it mandatory that the applicant must be physically present in Canada when he/she mail in the application for renewal? When the new PR card is ready, does he need to pick it up in person? Really confused.

Immigration manuals say that the application to renew must originate in Canada, this is why it should be mailed from Canada. However, they also say that an applicant can not be refused for the sole reason that he is not in Canada at the time the application is made/processed.

Renewal PR cards are sometimes mailed out but it is possible that he must come in person and pick it up.
