Wouldn't a new work permit for the same employer be, in essence, a CLOSED work permit?

Issuing a a closed work permit would require an LMIA or proof of a job being LMIA exempt or a NAFTA exception etc.

As I said, CIC will see that it is an OWP application and will issue an OWP, regardless of what is selected for that particular question. CIC and their generic forms.

I'm thinking I will check off both #1 and 3....

Check off either, not both. IMHO means "in my humble opinion".

Having issues with the same question and while I hope you're right it really is a bit of a worry having read about how strict they can be.

I'm applying for my PR and OWP and I'm currently here on an IEC.
