Renewing indian passport in Canada

I went to the BLS app. center today for passport renewal. I am currently on BOWP. They told me i need a No Objection Letter from IRCC. They gave me one form and I need to fill this form and wait for 30 days to get the letter by mail from ircc. I read the form it states " To obtain a letter from IRCC for the purpose of attesting whether you have submitted a claim for refugee protection". What is this letter, I never heard of it. Anyone with similar experience?

I have renewed my passport as well but i did not attached this form. I only filled form and submitted photos, passport and current status.
I'll recommend to call directly vancouver office to ask for requirements. Sometimes bls office gives wrong information.
