If Ontario, you can only renew in person. They have extended the validity of health cards due to COVID-19.
Note that depending on how long you've been outside of Canada, you may have already lost coverage regardless of the validity date on your card.
Then they have to renew while in Canada. Depending how long they have been outside Canada they may need to requalify.
If you live in Ontario you do not need to renew you OHIP card as Ontario government extended validate.
2019 Novel Coronavirus (COVID-19)

As of March 19, 2020 we are waiving the three-month waiting period for OHIP coverage. If you do not meet the criteria for OHIP coverage and are uninsured, the province will fund the cost of COVID-19 services.
