Ontario currently has no waiting period, once you've moved you can apply and get immediate coverage (if you have requisite docs, etc). Each province slightly specific about what docs needed. I believe BC is most strict, QC easiest, Ontario somewhere in between.

Main thing is when you apply in Ontario, you're stating that you will be in Ontario 151 of next 181 days (or some figures like that), i.e. you are 'there to stay' for coming six months. They can go back after if you're not and try to claw back.

As I've said above: not clear to me that your drive up to Windsor and apply plan will speed things up. Maybe.
Can you help me understand where you got the’151 of the next 181 days’ requirement? That is not something we have heard of before.

The issue is that after having been submitted almost four months ago IRCC tells us that there is no record of an application. So it would seem that one way or another if we want to get her status reinstated we have to submit another one at some point.
Your wife still has her status as a PR. There is nothing to re-instate. Her being approved for the PRTD is one fact that she is still a PR.

The other member posted about requirement for provincial healthcare coverage.
It's different in each province. But if you are not concern on provincial health coverage, then it's not an issue.

To be eligible for Ontario health insurance coverage, generally speaking a person must:
  • have Canadian Citizenship or other immigration status as listed in the regulation
  • make his/her primary place of residence in Ontario; and
  • be physically present in Ontario for 153 days in any given 12-month period
In addition, most new and returning applicants for OHIP coverage must also be physically present in Ontario for at least 153 of the first 183 days after establishing residence in the province (exceptions are noted in Regulation 552).

Covered by @YVR123 - it's basically a requirement that to get the coverage in Ontario, you are expected to be getting it to live there, not just 'oh I was here but now I left', and the coverage is valid when you reside there. (After that first period there are other rules usually minimum number of days per year)

Ah I missed that there's no record of it. At any rate, as mentioned - hte PRTD shows her status. She's a PR. Period.

Unfortunately the requirements for docs for health coverage are different and I can't answer what'll work for you / when you need it / if you have other coverage, etc.

Thank you. This is all pretty straightforward but it got sticky when the IRCC website stated that if you apply online then your application will show in the tracking system immediately as being received. Then when that didn’t happen but they said it was there and eventually said no it isn’t. I didn’t know how we should proceed.

That is when I found this forum. So far what I have come to accept is that. We cannot apply from outside Canada. We have to apply from inside Canada even if we go there for that express purpose and return immediately after applying. I also understand that although we can return to Canada without having filed or been approved that is not what we want to do at this time.

Moving back initiates a lot of actions. There are complex issues at play. House sale, Medicare, Social Security, among others.

We have lots of work to do and at our age we will take a safe and deliberate approach.

The thing we are trying to state simply is that there is no issue with 'filed or approved'. She is a PR and the PRTD she has been issued attests to this.

The PR card is a slightly more nuanced situation and depends what you need it for, as we have noted above. Understand you wish to get that settled, but still - she is a PR.

For example, if she were to apply for a PR card upon moving to Canada, the PR card might actually come relatively quickly (although very hard to guess). Alternatively if she's set for health insurance during some interim period - not an issue.

As noted, depends what you need it for.

We have lots of work to do and at our age we will take a safe and deliberate approach.
