Because you tell them on your application form when you apply for a travel document or renew your PR. If you feel tempted to lie on your application, keep in mind that you don't know what information they have access to. Probably because when you are getting a PR card for the first time, they don't have to verify that you meet the residency requirements. They may also assume that you have a bigger priority to get your first PR card since you may need it at times to prove your status in Canada.
