Renewal of canadian passport, new law?

I ma from Middle East, and a few days a go they wrote in the newspaper that Canada is not renewing passports for people residing outside canada.. Is this a new law that you can't live outside canada after obtaining the canadian passport?

There is no such law or rule. Someone is making up stories.

Oh i really hope so..because such a law wouldn't make sense anyway..

But in the newspaper they said they haven't renewed 250 passports, in Jordan, because they don't live in canada!

No i don't believe everything i read.. I just wanted to ask to see if anyone else heard of such a law..
