hi i am a student now. I am in ontario and my study and visa both going to finish in December. I want to take another program of one year in winnipeg . Can i do that or i have to take admissions only in ontario

You have to get acceptance letter from your desired college and after that you can apply for your study permit extension.
AND I don't think theres any requirement to study in Ontario only so as per my knowledge you can apply anywhere in Canada except Quebec. I don't know about Quebec though.
