I have a friend in Dubai who had come to Canada on PR. After staying in Edmonton for nearly two years, they had to go back to India for family health reasons. Post that they have been in Dubai for 10 years. Now they wish to come back. PR card has expired. Is there a way to help them?
 
They will have to apply for a PRTD from the consulate or try entering from the US border. Needless to say that if they have been in Dubai for 10 years now, the chances of them having a PRTD approved is zero and they will start the process of revoking his PR status for non compliance of RO. He would also likely be reported if he crosses the US border for RO as well. Realistically he needs to understand he failed to meet RO, and while he may have been able to claim H&C for family reasons in India, he should have returned 10years ago to be successful with that. His 10years in Dubai will work against him and he will quite likely loose his PR status.

Thank you. Bad news for him. Can he re-apply for PR now? If yes, what will be the procedure?
 
yes, he can reapply, but he would need to renounce his current PR. Personally, I would never suggest renouncing as a first step. Better to attempt a PRTD or entry through the US first and at least see if he can be successful that way. There are appeal options if he is refused, but they can be lengthy. If he come to the US border for entry, he can still enter Canada, even if reported and process the appeal from inside Canada. Given the circumstances of his violation, I doubt he will be able to successfully appeal, but you never know.
