I will have to correct my previous answer as this is what it states on IRCC website and it does confirm what other posters have replied:
If you have been a permanent resident for less than five (5) years
•you must show that you will be able to meet the minimum of 730 days of physical presence in Canada within five (5) years of the date you became a permanent resident.
So according to tis you could apply with less than 730 days if you can clearly show you will be able to meet the 730 within first 5 years.
