Do you have any source ,Refugee claimant getting PR under H&C grounds ?

Yes, H&C is option for failed refugee claim, including all appeals. Once you exhaust all options, you are deemed not refugee claimant and you can apply under compassionate ground. Clause 108 (2) does no longer apply. I will paste it later
