You really need to find a way to increase your score. You will not get an ITA through Express Entry with that score. For FSW draws, scores have never been that low. You need 470+.

So you need the high IELTS scores for the two of you as your score goes up by 50+ points.

What does this question in the CRS calculator means "9) Do you have a nomination certificate from a province or territory?"
And what if I apply with lets say 463 points, can I be refused in the draw? What happens after?

You don’t have a provincial nomination so you can’t answer “Yes”.
