When you signed the form to sponsor your spouse/relative, that's when you commit to support them. That's what sponsorship is.

It would be conditional

I mean I am confusing about their letter

It means regardless of what happens in your life (divorce, unemployment, illness) you are responsible to support her/him. If the collect welfare, the government will make you pay it back.
