if his real bother is in canada and the application form asks for relatives information then he should mention his bother is in canada or give his canadian address if asked. Its simple as that. Just because ur worried about visa rejection does not mean u should lie /misrepresent in ur application to get a visa. It always has long term implications. Think about his PR process then he will have to mention his brother who was not there when he applied for study visa.
